Russia’s Ministry of Digital Development has rolled out Goskan, a new app for verifying QR codes from Gosuslugi, Gosuslugi Auto, and the digital ID in Max. Designed for company employees and sole proprietors, it provides a quick way to confirm if a client is an adult, verify status, or check benefit eligibility-all from a smartphone without manual data entry or accessing documents after scanning.
The process is straightforward: an organization issues a machine-readable authorization to an employee through Gosuslugi, which then appears automatically in the Goskan app. The employee scans the client’s QR code via the app’s camera and instantly sees the verification results. According to the Ministry, personal data is not stored on the device and disappears after the check.
For users working with multiple legal entities or individual entrepreneurs, Goskan offers an easy toggle between different permissions within one account. Currently, the app runs exclusively on Android and is available for download on RuStore, Google Play, and Huawei’s AppGallery.
How Goskan app verifies age and benefits with Gosuslugi QR codes
This launch marks the government’s effort to extend the use of digital IDs beyond the core Gosuslugi app. While QR codes became widespread during Russia’s COVID-19 restrictions-mainly to confirm health status-the new use case focuses on access control, checkouts, and service provision. Businesses get a simple yes-or-no answer without exposing extra personal details.
Availability and future platform plans for Goskan app
Leveraging Gosuslugi’s massive user base-tens of millions of verified accounts in recent years-the app builds on a mature identification ecosystem already familiar to many Russians. Adoption among retailers, transportation, and service companies will depend on the rollout of an iPhone version; for now, Android remains dominant in Russia’s corporate segment but is not the only platform in use.
Potential impact of Goskan on digital ID use in Russia
As Goskan expands, it could reshape how digital IDs integrate into daily Russian commerce and services, offering a quick, privacy-conscious verification method that could rival simpler authentication tools from global tech giants in the future.
