Russia’s four leading mobile operators-Beeline, MTS, MegaFon, and T2-have signed strategic deals to send authentication codes, service updates, and transactional messages directly through the MAX messenger app, positioning it as a modern alternative to traditional SMS.

How MAX messenger replaces SMS for confirmation codes and alerts

Subscribers will receive two-factor authentication codes and important notifications from companies directly in the MAX messenger app. Crucially, sensitive messages will only arrive on trusted devices designated by the user. There’s no extra setup required from users or business clients; all technical adjustments happen on the operators’ side.

This new channel works within existing agreements between operators and enterprise clients, keeping message distribution settings unchanged. If a message can’t reach MAX, MegaFon guarantees free backup SMS delivery.

Benefits for businesses through richer messaging on MAX

The partnership will eventually enable businesses to send enriched notifications using Rich Media technology-such as images, GIFs, videos, audio, and interactive buttons-allowing for deeper, more targeted engagement with customers.

Anton Godovikov, CEO of T2, explained the push from partner companies for MAX notifications: ”This demand is driven by the growing role of the national messenger and the migration of commercial, informational, and government services onto its platform. Integrating with Gosuslugi adds an extra layer of reliability for delivering notifications. The digital channel’s capabilities will let companies diversify their business communications, making them unique and targeted.”

Oleg Aldoshin, MTS Vice President for Corporate Business, highlighted the operators’ role in message routing: ”MTS will ensure delivery of service messages via all legally approved communication channels. We take responsibility for message routing within approved scenarios, guaranteeing reliable and timely delivery to users-including fallback SMS where needed.”

VK Senior Vice President Aleksandr Aivazov called the deal ”the start of a new, modern communication standard”: ”Users gain convenience and security, while businesses get fresh multimedia functionality to connect with their customers.”

Russia’s four major carriers have historically relied on SMS for transactional messaging-a space Apple and Google have sought to overhaul globally with verified business messaging via RCS or iMessage Business Chat. MAX offers a homegrown alternative amid growing digital sovereignty efforts, integrating tightly with government services like Gosuslugi for broader trust and security.
