Major operators-MTS, Beeline, MegaFon, and T2-simultaneously disabled the ability to link mobile numbers to Apple ID accounts. The good news? Alternatives do exist-although none are as simple as before.
Why mobile carrier billing was disabled in Russia
Before 2022, most Russian Apple users paid by linking bank cards to their Apple ID. Popular choices include virtual cards from Kazakhstani and Belarusian banks. The downside: these cards are costly and complicated to obtain, usually costing around 30,000 rubles or more. Plus, Russian taxpayers must declare foreign accounts to the tax authorities.
Note that you can’t use foreign cards directly to pay within the Russian App Store region. You’ll need to change your Apple ID’s region to the card’s country to make payments. After that, you can also buy gift cards for that country as described in Method 1.
Method 3: Change Apple ID region and use a foreign card or account

With mobile billing disabled, Apple will first try to deduct subscription fees from any existing Apple ID balance (recharged via gift cards). If the balance is empty, it will try other linked payment methods. If no valid payment method is available, subscriptions will simply stop.
